The Hay Festival of Literature and Arts is an annual festival that originated on Hay-On-Wye, Wales in 1988. Being known as 'the city of books', the event started out as a small book festival. Eventually, it included other cultural events such as live performances, film screenings and music concerts.
The festival quickly became popular and was then celebrated in different locations around the world, including Italy, Brazil, London, Nairobi, Zacatecas, The Maldives, Kerala, Beirut, Belfast, Alhambra Palace, Segovia and on its seventh year in The Jewel of South America, Colombia. The festival was considered as one of the most important Hispanic events. In 2001, former US President Bill Clinton described the festival as "the Woodstock of the mind."

In 2006, the first Hay Festival in Cartagena, Colombia took place, aiming to promote cultural and social responsibility. Since then, the four-day annual event became the city's most important cultural event. It hosts the meeting of renowned local and international poets, scientists, novelists, historians, artists, gardeners, comedians, musicians, film makers and politicians. The festival creates bridges between these creators and ordinary people and thus draws tourists from all around the world yearly.

The festival encourages the exchange of cultures, literature and education both locally and internationally through talks with renowned authors and poets. The world's best authors are given the opportunity to discuss and debate about literature. Britain's most important writers, Salman Rushdie and Martin Amis, were one of its most remarkable guests.

In several plazas in the city, daily talks and readings were also held regarding different subjects, which were translated for its Spanish and English speaking audiences.

There are also events specifically for the young people. It is the Hay Festivalito or the Hay Festival for children and young people. Twenty percent of its tickets are free for students to encourage their participation. It includes writing workshops, storytelling sessions, conferences with writers, broadcasting workshops, illustration lessons and musical entertainment. Photography workshops were also offered for the youth. There are also cooking events for the children.

There are also events for families and children called the Hay Fever. The children were given a chance to talk to their favourite writers and participate in workshops to help develop their skills and self-expression. Several picture books were also sold for the children. For the teenagers, there is the Hf2, where high tech workshops on music and films were offered for teens aged 13 and above.

A contest called the Concurso Nacional de Cuento or the National Short Story Competition is also organized during the festival. It encourages children and young adults to participate with their best stories.

The Hay Festival's Sound Castle showcases new musical talents that feature different genres such as funk, gospel, folk, hip-hop, soul, electronica, and jazz. 

There are also film showings, music concerts and art exhibits held at Cartagena's History museum, Museum of Fine Arts, as well as other cultural venues.

The Hay Festival of Cartagena de Indias is held annually every January in several venues throughout the city.
